Negotiation parts: That's not the definition of unemployed in the US, we don't have a definition for unemployed nor do we have any data which actually measures unemployment. The U measures only include people who answer CPS questions indicating that they would both like to work and currently are not working. If someone does not want work right now they are not counted towards any of the U's, they are not considered part of the labor force. On the unemployment issue, I believe both the US and French governments use the same definition of the word, even though the culture may be different.
