Negotiation parts: The surgeon can't say that their purpose is achieved just by virtue of taking a scalpel to the patient. Same goes for the military. Killing people and breaking things is a means to an end, not an end in its own right. The military can't say "We killed people and broke things. Mission accomplished." if the desired political objective hasn't been met. Yeah, you're right. While a surgeon mostly cuts people up, that's a means to an end. It's not his job, or his purpose.
